70 to mid 70's is nice and warm if there isn't a wind. 75-85 can be nice and warm or anything beyond the upper 70's can be hot, depending on the humidity.
When I lived in the NE, I considered low 80s to be hot. But after 12 years living in the southeast, it's not hot until it hits mid-90s and becomes unbearable once it hits 98*+. My first summer here was ROUGH.
