can you provide a link that supports that claim? I've been searching around the area and I can't find anything that squarely puts areas east of Madrid as semi-arid.

I don't know, it just said so on Wikipedia (Under Madrid - Climate).

Okay, well I did manage to find one Bsk climate to the SW of Madrid.
