Inland areas of the Bay Area. Marin County away from the ocean is pretty perfect.
Inland East Bay around Walnut Creek is pretty amazing, no snow, no mosquitoes, no chilly fogged in summers, fruit trees and a mix of deciduous and palm trees. If you really need to see snow, sometimes it shows up on the top of Mt Diablo.
One other thing about the climate in NorCal is that things get green in the winter. The extra winter rain we get compared to LA also allows a lot more to grow.
It's a bit strange to exclude Hawaii and southern California but not southern Florida, as southern Florida is more like Hawaii than southern California. It's also a massive weather/climate based tourism and retirement destination.
I'd choose Hawaii if it was an option, but as it isn't I'd take Key West if it counts as a city. Hawaii would be better as its more ocean moderated with less extreme highs and lows, but Key West is still very good.
I don't see why Southern California or tropical hell Hawaii must be excluded but in the east I would choose eastern Kentucky or southern Michigan and in the west Denver, CO or Boise, ID.

Because while they're obviously not for everyone they are very popular weather/climate destinations, so they could be too obvious.
Hawaii is extremely expensive & is obviously quite isolated, I'd say that's more reason for it being a less popular place for people to move to. I doubt very much that most people actually prefer the weather in Seattle
