According to average high and low temperatures, what is the coldest city in winter and the hottest city in summer in your country? I am from Turkey.

In Turkey:

The coldest city in winter is ARDAHAN:
Average high temperature in January: -5.1°C / 22.8°F
Average low temperature in January: -17°C/ 1.4°F

The hottest city in summer is BATMAN:
Average high temperature in July: 39.4°C / 102.9°F
Average low temperature in July: 20.3°C / 68.5°F

January is the coldest month in Ardahan. July is the hottest month in Batman. Both cities have terrestiral climate as you may understand it from day and night temperature difference.

In summer the hottest "city" is Needles, CA

While in winter, the coldest "city" is International Falls, MN in the lower 48, and for all 50 I think is Fairbanks, AK

Coldest Kiruna and warmest Stockholm according to 2002-2015 averages (I found 1981-2010 averages for Stockholm so the 23.9/15.3 or thereabouts in July '02-'15 are not published)...

In Spain the hottest and the coldest don't have an official AEMET station so I'll go with the official AEMET stations in 1981-2010...
I'll put the coldest month (January), hottest month (July) and the mean of those months:

Hottest city in January is TENERIFE SOUTH : 21.7ºC (71,1F)
But the hottest mean average is HIERRO AIRPORT : 18.8ºC (65,84F)

In continental Spain:
Hottest city in January is ALICANTE : 17.0ºC (62,6F)
But the hottest mean average is TARIFA : 13.0ºC (55,4F)
Hottest city in summer is CÓRDOBA : 36.9ºC (98,4F)
But the hottest mean average is SEVILLA : 28.2ºC (82,8F)

Coldest city in winter is TERUEL (900 masl) : -2.3ºC (27,9F)
But the coldest mean average is ÁVILA (1130 masl) : 3.0ºC (37,4F)
Coldest city in summer is ASTURIAS AIRPORT : 21.5ºC (70,7F)
But the coldest mean average is also ASTURIAS AIRPORT : 18.2ºC (64,8F)

Not sure what constitutes as a "city", but Chalkyitsik, AK has the coldest Januaries with an average high of -17 F and an average low of -35 F:

Bullhead City seems to have the hottest July highs, with an average high of 112 F (44.4 C) (not sure how accurate this is though)

Coldest year-round climate in the US though is probably Umiat, AK (for low elevation places)

Forgetting those old 1961-90 averages, and looking for the best sources for a more recent normal period, the coldest and warmest for Norway will be in January and July and will be something like:

Coldest in January:
-9.9ºC high /-21.2ºC low in Karasjok (1981-2010)

Warmest in July:
ca 23ºC high in Oslo-Bygdøy, Notodden, Gvarv and Drammen
15.6ºC avg low at Færder (1981-2010)

Looking at Wiki, the 1981-2010 July averages for Stockholm is listed as 23ºC/14.5ºC. Is this correct?
