It's not unheard of... but I need some hot water just looking at that map. Kansas City's record low on that date is -7 (that map suggests -10). The normal low around that time is 33.
March Max in 40s & 50s. Lows in 20s or 30s. <2" rain
April: Max in 50s & 60s, Lows in 30s or 40s. < 3" rain
May: Max in 60s & 70s. Lows in 50s. < 2" rain

Doesn't look like we will have a blow torch after the next week's Arctic blast like we did at the start of February once the Polar Vortex left the scene.

Winter anomalies in Europe have been pretty similar to what you have experienced along the East Coast over the last 9 years. Southern Europe a bit more anomalous, but still way behind Alaska.

Not me. I want a no name storm like we had in March 1993 and a low of 29f like we had in Tampa for March 3rd 1980. I want heavy rain as well.
I want a wet and rough APR as well and cloudy.
I want a super wet May like we had in 1979 where Tampa had 17" in two days time. And you can bank i won't get anything i wish for.
