If below freezing, without ice scrapings.

Prefer not to count rainy mornings. Interested in given no measurable precipitation, the overnight low doesn’t drop to the dewpoint. By city, how many annual days like that?

In simpler terms, by city, number of days without a relative humidity at any time of day above 90%

I would think most of the cities that would fall within this category would be in the arid western US.

True but among the East Coast cities, which ones would have the most calendar days each year without dew?

I think today was a rare morning without dew

NYC has relatively few days with dew compared to other cities in the eastern USA because the UHI effect prevents overnight lows from dropping too much. Average relative humidity is 63% across the whole year.
