I'll rank them instead of picking one.

1. San Rafael - I have to give it to CA for this climate battle. Very temperate with pleasant temperatures year round and good sun hours.
2. Ponta Delgada - Lacking in sunshine, but the temperatures make up for it. Pleasant climate.
3. Sparta - Too hot in summer, but adequate precipitation and pleasant rest of the year put it above the other four climates.
4. Richmond, VA - Hot and humid in summer, but rainfall is great and the seasonality is nice, even if the winters are a bit chilly for the latitude.
5. Aleppo - Too hot in summer and too dry. Good sunshine hours and mild winters are nice.
6. Seoul - Summer wet season is interesting, but winters are way too cold for the latitude at sea level.
7. Sendai - Overall way too cool for latitude plus low sun hours. However, the city is mountainous in the west side and lowland in the east side - I'm not sure which side the weather station is on.

I'll go with San Rafael even though it's too mild and boring.

By non-USA standards, I'd estimate that both Sparta and San Rafael get about 2800 hrs of sunshine based on measurements for nearby cities.

Richmond: 83.1% / B-
Seoul: 81.9% / B-
Sendai: 80.5% / B-
Sparta: 62.8% / D-
San Rafael: 40.9% / F+
Aleppo: 33.4% / F
Ponta Delgada: 26.2% / F-

Richmond is an overall good climate, the dry season cost Seoul its top spot but it still did well, Sendai's too-warm winters were balanced out by good snowfall.

Sparta's summer temperatures were good but its winters were too warm and it was too dry, with summer being particularly bad in that regard.

San Rafael was too mild year round, its last snow was over 40 years ago, and it has a punishing dry season that cost it a lot of points.

Aleppo's biggest problem was dryness; its dry season and low precipitation total cost it dearly. It is also too warm year round.

Ponta Delgada had a laundry list of nevers that put it at the bottom:

never has hit 86 F / 30 C
never has hit freezing
never has had snowfall
