ReykjavÃk has a low sunshine percentage in summer, even though the amount of hours is higher than in some oceanic low-latitude areas. I think Randomguy does underestimate how much daylight there is though, so the percentage is not as high as in those.
Still, among all these gloomy climates (below 1,900 hours annually), here are July sunshine hours:

As you see here, only the Northern British/North Atlantic climates have fewer July sunshine hours than ReykjavÃk among those listed here. That is mainly because Britain is abnormally cloudy, rather than anything else.
