Mostly cloudy, but the whole day would be sunny.

If the 5 hours occurred in a row then there would be 5 sunny hours.

I guess we have to remember that Randomguy lives in England. I've actually heard English people count sunshine by the minute ("We had 12 minutes of sunshine in Cambridge today!")

In my area, a day with one sunny hour and 15 cloudy hours would not be considered a sunny day by any stretch of the imagination, but over there, apparently it is.

No of course one sunny hour in a day would not be sunny. 5 sunny hours a day is.

But that's not how it would (usually) work. What would be normal is short periods of sun spread throughout the day with lengthy cloudy periods the rest of the time. Hence, mostly cloudy.
