Yes of course it is only exceptional by Reykjavik standards that's what weather summaries refer to.

No it doesn't. Reykjavik has clear, mostly clear or partly cloudy skies 47% of the time on May 21 at 11:30 AM and that's enough to make it sunny.

Sunny means that the sun isn't obscured by cloud. the sun is obstructed by cloud, not often than not, by about a 4:1 ratio -t isn't mostly sunny.

Like it or not, Reykjavik has more than 5 hours of sun a day in summer - making it sunny.

Sure, people have their standard for sunny -your one is just a particulary low one during summer.

One single day... that is still mostly (≥ 50%) cloudy.
