What would the climate of the US and Canada be like if the Rockies ran east to west on the northern border?

You are probably right on both counts. The effect would make Canada more like Antarctica and the U.S. more like South America or Australia. The ocean in that case forms a barrier similar to what would have been the case with mountains.
