Tampa and this isn’t even worthy of being a contest IMHO as I think humid subtropical is light years better than desert climates.

Both get too hot but Tampa is not so hot and has relief from thunderstorms all summer so it wins.

I really don't do humidity in any temps over 60.
Neither are appealing due to heat, but I'd have go with Tempe since I can at least tolerate it.

It's no contest for me Tampa as it's warmer in the winter, less hot in the summer and gets a reasonable amount of rain.

I'll take Tampa, due to the heavier summer rainfall with mild winters.

That being said, the Desert Southwest does have areas of good summer rainfall, as you head up elevations, or go down the Gulf of California coast through Guaymas and Mazatlan.
