These are both pretty bad in my opinion. I'd place them in the bottom third or quarter of climates as I'd rank them. Only the real horrors like Prudhoe Bay, Verkhoyansk, Dallol etc are markedly worse.
I have difficulty deciding which is worse. St Petersburg has the advantage of being less cold in winter, while Vladivostok has the advantage of being considerably further south and so will have longer winter days and stronger winter sunshine. Given I find the winters in southern England very gloomy (short days and weak sun even when the sky is clear) and St Petersburg is even further north, I think Vladivostok just gets it by a whisker.
Think Vladivostok is slightly better taking into account the latitude difference in solar radiation. I also prefer its autumn, which lags a bit more, compared to St Petersburg's sharp dropoff even though winter seems somewhat worse despite the sunshine. Additional summer humidity may make perceived temperatures be higher as well during the season.
