Does anyone know what town on the East Coast has a similar climate Nice, France or Monaco?

Nowhere really. Southern France has a slightly atypical Mediterranean climate with an autumn rainfall peak, rather than the year-round humid climate that dominates the US east coast, The Outer Banks of North Carolina are the closest you'll get but summers there are still notably hotter and more humid. Winter highs are the same but lows are slightly colder. Rain is also much higher overall in Beaufort and peaks in August-September, rather than Nice's October-November.

I don’t think any such place exists. I think California is the only place in the US that has climates like that.

Nowhere on the east coast would be similar. You want to look at the west coast US.

Cape Hatteras, very similar temperatures indeed but much more rain (about 2.5x as much!). That place is the closest you will get though on the East Coast.

In addition to more rain it's also going to be much more humid throughout the year.

You can't find mediterranean climates on east coast, because dry summer doesn't occur on east coast, and Nice and Monaco on west coast. Try to seek California. San Jose is closest to what you want.
