Tunis, though Cochabamba is a close
2nd place. Keeling Islands are too wet and humid and Talinn is too cold

No contest for me - Cocos Keeling Islands all the way!

No difficulty picking out Tallinn as the worst, but between Cochabamba and Tunis for 2nd and 3rd I'm not sure.

Sorry, some people complained about Wikipedia in one poll, but I'll use it generally from now on, except for cases that are suspicious like Freeport.

Best to worst:
Tallinn: A (I prefer more sun in winter)
Cochabamba: B (winters too warm)
Cocos islands: D (too hot and sunny year-round)
Tunis: D (wrong precipitation pattern, summers too hot, winters too warm).

Cocos wins this contest for being a humid tropical climate. The worst is probably The Mediterranean or the continental climates are probably the least favorable IMHO.
