In fully tropical regions, snowfall below 3500 meters above the sea level is virtually impossible, and overall records from the 3000-4500 meters range are often suspicious, as soft hail, which tends to be common at such altitudes, has frequently been informed as snow.
According to Max Herrera’s infinite archive, the highest place that hasn’t got any snow since the beginning of the XX century is Mount Abuna Yosef, in Ethiopia, which reaches 4260 meters.
The highest snow-free areas seem to be in Eastern Africa, especially Ethiopia, where “Snow might fall above 4300m”, only in their six top mountains. He sets the lower limit in 4100 m in Kenya and in the 4000-4200 m range in Tanzania, Uganda, Rwanda and DR Congo. He sets the same threshold for New Guinea (both Irian Jaya and Papua), and around 4000-4100 m in Southern Colombia and Ecuador.
Venezuela and Northern Colombia have lower limits, at around 3500-3800 m.
