A B- bordering C+..... very pleasant temps.... far enough south and modest altitude ( 562m ) inland to have a seasonal variation. No real extremes although has recorded frost historically. And extremely dry, typical of the west coast extending from Chile into Peru. A bit more rain, evenly distributed and it would be perfect .

The winter temperatures are comfortable and the summers not too hot, but the lack of rain makes it a C.

Agree. I've been to Tacna, not far north of the border with Chile. The surrounding landscape looks like moonscape. Barely a shrub of vegetation outside the city area. The temperatures are mild enough that the majority of homes have no heat or AC. They are far enough from the Pacific Coast to avoid the heavy, low hanging fog (garua) that blankets the coastline for many months (April-Sept). They are close enough to the coast to get cool onshore winds, which keep the summer temps mild.

A. Temps are near perfect. Maybe could go for a couple degrees warmer in Summer.
Butttt it's very dry. Too dry.

Temperatures are pleasant but the lack of rain resulting in a dusty grey moonscape is a major flaw.

D because although temperature is fair year-round, a bit on the hot side in the summer, no rain makes it way too boring.
