First off the hot condition is 95F with a dew point of 72F making the heat index 104F at 3 to 4 in the afternoon with a sun angle of 67 to 54 degrees. You have to wear a suit jacket though, and cannot take it off for the entire hour.
Then the cold condition is -5F with wind speeds of 7 mph making the wind chill -19F at 7 to 8 AM with the sun rising at the end of the hour. You have to be in business attire, but can cover up as much as you want, with gloves and a hat.
Basically an hour long walk to the office and a walk from the office. Both under partly cloudy conditions with no precip.

Comparing with -5F, 95F isn't really that hot at all. -5F is just incredibly cold for most people even if you bundle up, but 95F is just a normal temperature for low-intensity heatwaves, it's still slightly better than -5F even with a suit jacket. If the cold condition is 25F, then these conditions are the same.

95F is just moderate hot with dews 72, the humidity is just around 50%, and it's also the min temperature of low-intensity heatwaves, but -5F is extremely cold for most people.
I don’t really want to wear a business suit in any temperature, but I’d rather 95 because that’s a typical July heatwave temperature here. While 95 in a suit is extremely uncomfortable, -5 is just miserable and basically any of my palms would die. I’m in zone 8a and haven’t gotten that ever at my nearest weather station, lowest is -2 in 1977 (wasn’t even alive).
I agree that these are roughly equal levels of discomfort. I’ve experienced both. I choose the -5 quite easily though, as cold is easier and more fun to deal with than heat.
I live in Texas. I'll take 95 degrees over -5 anyday.
