Not super dry but just not uncomfortably humid. What cities have the highest number of these days? Also is there a tool out there that lets a user filter conditions like this and then outputs locations where they occur the most frequently?

Partly cloudy or more, ideally mostly cloudy or more. To me cloudy, dry, and warm would be the ideal weather

Probably some place on the Northern California coast like Salinas. It’s usually cloudy to start, but always around 70.
