Scilly has warmer summers, cooler winters and is warmer over the course of the year. Water temperatures are warmer off Scilly, but Eureka has around 400 extra sunshine hours.
If I had to stay in town 24/7, I'd choose Scilly but if I lived in Eureka, I could drive a an hour on the weekends to visit much sunnier, warmer summer temps just 40 miles inland so I vote for Eureka.

All USA sunshine figures need a major adjustment downward to compare with anywhere else. Eureka probably has substantially less sunshine hours than listed.
Someone has been fiddling with the data for Scilly St Mary's on Wikipedia, as the highest summer average maximum is actually only 19.7C, a few others have been changed too...
Both are horrible
In winter Eureka and in summer Isles of Scilly.
