Calgary is superior, because it has much better record lows and less sun hours.

I prefer Xining as it's warmer in most of the year. They are both pretty bad climates but Xining has the edge. I went to Calgary once and everyone who mentioned winter said they struggled with or disliked it. A Pole even said it made him want to go back to Poland each winter.

Xining because it warmer on average and has less extreme record lows and highs.

With the bitter cold, dry winters and lukewarm summers, it’s safe to say both these climates are E or even close to F tier. Xining still looks like a hellhole, but it has better spring and fall
