Tie between North Dakota and Wyoming. The latter might be worse with the wind, I have never felt a colder 20 degrees in my life.

Don't know about the states listed, but I do know Utah can be harsh in winter. The snow is so dry, it drifts into every nook and cranny, and just keeps coming, and coming, and coming...

It is a beautiful landscape there in winter, but it isn't for me.

Maine. North Dakota winters without the North Dakota summers and storms.

If in another life, past or future I happened to be American, I'm pretty sure my residence was/will be in Maine.

I'd say Minnesota based on that they have snow from October to March PLUS, freezing cold temperatures.

North Dakota, because it's as cold as Minnesota, but has less snow and more wind.

I'm not a huge fan of Florida winters either, but I'd take Tallahassee or Pensacola over Bismark.

based on the maps on page 2 I would say Minnesota. It gets more snow than places west and has the coldest temperatures.
