Taiyuan is a little milder. Plus in KC. Tornadoes and bad hail storms. I live in that part of the country. You cannot underestimate the impact of severe weather.
Kansas City. Alot more rain which is great, and for how cold that Taiyuan gets, you don't get much snow, if at all for some years. September is a tad bit hotter but the rest is fairly reasonable imo. Overall, you can't go wrong with a bit warmer weather for around the same amount of snow that both areas get, which most people wouldn't even like the cold say for a few rare events if that.
I know how cold it gets since I am from a similar climate, and so far, has not gotten below 20 F so far this year, let's see what the rest of winter brings!
