Fairly normal forecast for the date here.
Interesting as it's about 4c above average for late September in Chicago.

Where did you get 4C from lol.... It's about 2.5C above average for the date. Average high at MDW on the 23rd is 22.5C, and on the 24th it's 22.3C. For my NWS station in the far south suburbs (about 40 miles from MDW), the average high on the 23rd is 23.6C, and on the 24th it's 23.3C. Our average high for the month is 24.3C at MDW, and 25.4C at my NWS station.

A 25C temperature isn't warm for September. It's mild, even during the last week of the month. I average 17 days at or above 25C in September and 5 days in October. Further down the road in autumn, then 25C would be considered "warm".

I just looked at the difference between Sep and Oct, very end of Sept would be about 21c no? How can a day that is 2.5c ABOVE average not be warm for the date? We don't say that 26c is mild in summer, it's warm.

Mild means the temperature is not very warm, and not cool. Mild means comfortable irregardless if it's above normal for the date. No one here would think that 25C is a "warm" day in September because it's not. I didn't make that forecast.

I would just say close to average in that case. 'Mild' here is only used in winter when the temps are about 3-4+ above average.

I would think that 25C is warm anyway.. it's past the threshold for the majority of people from mild (neither cool nor warm) Someone from Mecca wouldn't say 40C was 'mild' just because it was below average.. 25C is a temperature that you can comfortably go outside in shorts and t shirt, for me that's warm

I don't know about the "majority of people". Not here, and definitely not this time of year.... Like I said, "mild" during the warm season means comfortable here, and would actually be considered cool at the peak of the warm season. For September it's not cool, and not warm, which imo, and apparently the opinion of our forecasters, defines a 77F/25C temp quite perfectly.

"Warm" for us is usually defined as above 80F/27C (and hot anything above 90F/32C)

Weatherwise, most Chicagoans would agree that summer weather has arrived in the city when the daily high temperature consistently reaches 80(degrees) or higher--a level at which jackets are not required and outdoor activities such as swimming can be carried out in relative comfort.

Pretty much the reason. 77F/25C would be considered "cool" by July standards, as 29-31C is considered "warm" and 33C would be considered "hot" here as the forecast graphic below indicates

Though in September 25C is just mild (and average for the month)

Btw we've had an awesome lightning show last night. More on the way today. NWS/Chicago has temps between 24-28C today and between 19-23C for tomorrow
