^^Greater London IS the city limits. The metro area is massive, comparable to the NYC metro.
If that's the case then the "city" of London is physically nearly twice the size of New York City (304.8 sq mi/789 km2) with a population not far off. The city of New York has 8.5 million. Aren't most European cities much smaller in physical size than American cities?

No such thing as a green belt here. Chicago's farthest northshore suburbs now almost touch Milwaukee's south suburbs. When they do meet in about 15 years, the area would be some 13 million.
Perth has a population of ~2.1 million, yet is 5.386km sqaured. But Phoenix is MASSIVE. Perth is the definition of urban sprawl, stretching from Mandurah (75km south), to Two Rocks (50km north), to the coast (10-15km/h west) and to the hills (15-20km east). Low density.
The Turku urban area has a 260k population on a 256 km2 area. So not very dense or big, but of course varying a lot from area to area and is a part of 7 different muncipalities.
The largest muncipality in Finland is Inari in Northern Lapland with a 15,000 km2 land area, having 6800 inhabitants. Take that, density.
