The sun must be barely above the horizon with those UV numbers of O. Can you actually say you have sunshine when the UV is zero?
Of course. It's about 10° and doesn't really give any warmth, but it's still the same sun you see, and with the average sun hours we get in mid-winter, I'm not complaining.
Has this forum made you switch to metric units, too?
Essentially, yes. Traveling to Canada has only reinforced it. Not sure how familiar foreigners are with imperial, but I thought using metric would be easier for them. Not to mention we can better compare our forecasts. I really need to learn cm and mm though.

UV is more much dependent on sun angle than visible. It's probably not exactly 0, but when rounded 0.
I'll have to take note some early morning what the sun looks like 10° up in the sky. I'm trying to remember if it is real bright like the noon sun here, or if it is orange and can look at it without squinting.

No no no. Even at these latitudes the sun is as yellow and bright as ever. The sun angle is always low, but you hardly even notice it before you visit a place 15-20 degrees south.
And the max UV index is 6, so even if it's quite low on a general scale, many central Europeans think they'll manage without sunscreen, but sadly that's not true.

Sunblock at a UV index of 6? Wouldn't that most likely be due to those people having no tan due to cloudier winter/spring.
6 by itself wouldn't need a sunblock if people are tanned -unless they have very fair skin.

If I was going to be out in the sun for much of the day I'd definitely put sunblock on in UV 6, particularly earlier in the summer when my skin is less used to it. When I was in Finland in midsummer I actually did make the mistake of thinking 'Oh, it's over 60 latitude so I can't possibly get sunburnt so I don't need to bother with sunblock' and regretted it the next day.
