From what I remember at average winter temperature maps, from what I've seen much of western Europe has more of a west-east temperature contrast than a north-south — I'll try to dig one up.
No labels on the contours and map is too small but the general pattern is obvious. North of the Mediterranean, it gets colder going east, north makes little difference. The patterns of Southern Europe look interesting and complicated. A similar, perhaps more extreme pattern is found on the west Coast of North America due to topography and sometimes higher elevation inland.
We don't record those statistics. Yet places in america warmer than here do.
Probably places follow nation-wide weather station practices, so warmer places record snow anyway. It's frustrating that they don't over there, but we don't record sunshine much will they do there.
I would still rather live in scotland than paris when it comes to snow
It depends where in scotland also. If you want snow in Scotland the best place is in the highlands of course but in Edinburgh i'm guessing snowfall is the same as in Paris.

Id be very doubtful if paris would be better than edinburgh.
It also depends on what you consider "good snow". Is it better to have big snowfalls that don't last that long? Frequent, smaller snowfalls that stay on the ground more? I'd go with the first one. Snow gets a bit ugly if stays too long without a fresh snowfall. The best ranking IMO, is something like number of snowfalls > 6 inches. A place like Ithaca, where there are stretches of snow many days that add up deserve some extra points.
If the temperatures are about the same, the bigger difference would be in the source of precipitation. Since Paris is more prone to continental air, I'm inclined to go with Paris. But all depends on whether the continental air prone more moisture. This probably should go on another thread.
Btw just so you know what we are getting now is rare. So dont be thinking its normally like this. Most of our cold comes from the north west.
