99% clear of clouds/blue skies = sunny

Only few clouds or more sun than clouds= mostly sunny

half clouds and half sun = partly cloudy

more clouds that sun/little sunshine = mostly cloudy

clouds/no sun/grey = cloudy

This is the SAB cloud index:

The SAB cloud index is based on the percentage of sunshine observed out of a possible maximum during the course of a certain day.

100% of maximum posssible daily sunshine = clear
75% of maximum possible daily sunhsine = mostly sunny
50% of maximum possible daily sunshine = partly cloudy
25% of maximum possible daily sunshine = mostly cloudy
0% of maximum possible daily sunshine = Melbourne

Okay based on that, Toronto might get 1-3 days a year that are clear.

What you call mostly sunny, counts as sunny here, since it typically doesn't get any clearer than that.
10% cloud cover is usually the clearest we ever get, and even that is quite rare.
I think our own meteorologists describe our weather as clear when we have less than 20% cloud cover.

*0%=Melbourne. lol. Toronto it'd probably be 10-15% on a typical day.

Well since clear skies are kinda rare in Seattle I chose that. I love clouds, but nothing beets seeing a clear blue sky with no clouds in sight after a week or two of rain, and also seeing all the mountains hidden by the clouds.
