I'd have a hard time picking between "Madison Reef" and "Rodriguez Island" without experiencing them first.

Mackenzie is the hottest major city on Saab Island, located at about 14ºS with dominant SW to SE'ly winds coming right of the desert to the south.

I think you'd choose Madison Reef. Rodriguez Island island is located about 30km offshore from Avalon while Madison Reef is some 200km N of Mackenzie, at a latiude of 11ºS. Madison Reef gets higher sst's for most of the year, and overnight lows average around 28-29C during the warmer months. Rodriguez Island is slightly cooler in summer, but gets higher temps during the day sometimes as it's only 30km form the Saab Island Landmass. Nights are around 2-3C cooler in summer and up to 6C cooler in winter than on Madison Reef. On the flip side, Madison gets more rain and monsoonal storms than Rodriguez (Madison's rainfall resembles that of Kalumburu in the Kimberely, while Rodriguez is more analoguos to Broome.)

The Reef consists of a horseshoe shaped string of 6 small islands, of which 2 are inhabited. The largest, Cato Island, measures about 2km wide and 5km long and holds a permanent settlement. The weather station is located about 1km north on Madison Cay, a tiny sand bar. Madison Reef's location in one of the warmest bodies of water on Earth give it the dubious honour of having some of most sultry weather of any Saab Island jurasdiction. With SSTs reaching a minimum of around 26-27C in mid-winter and a high of 32C in summer, humidity is high year round, resulting in oppressive nights and sweaty days. Infact, Madison Reef boasts some of the highest average overnight lows anywhere in the world. Even in mid-winter, average lows are around 25C. However, the heat is tempered by moderate to fresh trade winds winds year round. Madison reef has a summer wet season, which brings heavy showers and thunderstorms during the afternoons and evenings, but mornings are relatively sunny. The dry season is delightfully sunny but still very warm thanks to the warm SSTs.

What are the windspeed patterns for Madison Reef?
When the windspeeds are a constant 15+ km/h, heat index values are a joke to me.
Windspeed at 8-14km/h for me takes away at least half of the "muggy" sensation.
Now on the other hand, if windspeeds are under 10 km/h, more than 50% of the year...
then all that humidity would suck for me too.
*Reminds me of how I found it interesting that most of the muggy parts of Pacific coast of QLD have average afternoon windspeeds at 15+ km/h, year-round.
With nighttime temps like that,
I probably wouldn't want or need a house with four solid walls;
a rock-solid roof but with all the walls made of bug-screen would probably do just fine.
Those nighttime conditions only/mostly "oppressive" while indoors,
in typical cold/cool-climate building construction. (solid walls, few windows and doors to open)
