The problem with some of the colder extreme weather states, like Alaska , Montana , North Dakota , Minnesota , and Maine, is , they all share , quite warm spikes in the Summer. I have been in Fairbanks in July , when , it was very hot, and humid. Laying under my car , making emergency repairs , on steaming asphalt, with the intense sun blinding my efforts , reminded me , of the places in North America , where the weather is extreme , winter and summer.

The UP of Michigan can get warm, too, and warm up there if its humid is ugly. To me, recent years seem warmer in the UP than what I remember but then as a kid did I really pay attention?

In summer 2008 Seattle had 27 days above 80 and 18 days between 75 and 79

In terms of average temps, the extreme coastal area between San Francisco and the northwestern most polint of Wasahington State seem to be very mild (cold). Average highs for Eureka, California in summer are only around 65F.

This area might actually have the coldest summers in the lower 48.

because if its size , I think the answer will be found in a state., like Vermont. Could be Delaware.
Every state has its hot spots. If we reduce the area ( smaller state that is influenced ether by latatude , or ocean , then , I think thats where we will find the answer. The UP of Michigan comes close , but , its not a state.
