Yeah, but Syracuse and Rochester gets waaaaaaaay more than Buffalo does. Buffalo only averages around 90 inches while Rochester and Syracuse both average over 110 inches.
Buffalo is closer to Lake Erie which freezes in midwinter, which stops the lake effect. From what I know, Lake Ontario rarely freezes completely (because it is deeper), and the lake effect continues all winter long. Rocheste,r Syracuse and Oswego are just south of Lake Ontario.

What’s the “size” qualification to get on that list? Valdez Alaska blows all those places out of the water. Seems like they just threw a lot of eastern cities on that list so it wouldn’t be unbalanced.
