Yes Norilsk, Russia has to be one of the worst places to live in the world.... not only is the climate absolutely horrible with really cold dark winters that seem to last forever, but the city is also one of the most polluted in the world with the industrial mining complex there. Also, from the pics I've seen, the architecture looks horrendous....stalinist architecture... yuck!
If anyone wants to see weather to the extreme, just go down to the deep south during say, July and August. I'm not talking about Texas, Virginia, Kentucky down south. I'm talking Mississippi, Alabama, and Louisiana.
That's hot x 1000. It's so hot that it feels oppressive. I laugh here in the midwest when people complain that it's hot. This "ain't" hot.
My skin does miss the humidity, though. I had to break out the humidifier!
Even Yakutsk is better despite that its winters are even colder. Summers are warmer and not as much polution.
About the stalinist architecture (by which I assume you are referring to apartment block complexes) I think that is more of a convenience thing. A single family house would be much more difficult to maintain and more expensive to heat in that environment.
My beloved Campbell Is is a (very) little bit warmer than Stanley - but it also has very strong winds, even more precip. days, much higher rainfall [over 1300mm], plus its infamous "sunshine" record. For me it would be significantly more depressing than Stanley.
Yes. You see, Yakustsk gets surprisingly warm summer temps, averages around 24-25C for a high I think, and a hell of a lot more sunshine than these sub arctic holes. These islands have constant cloud, strong damp wind with drizzle and cold which is just purely disgusting.
Give me -40C and clear sky with a hot chocolate over -2C and 50mph winds with eternal cloud, gloom and drizzle any day.

I would have to agree with that.
