Amherstburg, Ontario, about 20 kms south of Windsor is even warmer....
JAN avg 0.6C high -6.4C low
JULY avg 28.3C high 17.8C low
Windsor (airport stats, city center could be slightly warmer)
JAN avg -0.9C high -8.1C low
JULY avg 27.9C high 17.4C low
There are a few other places in southern Ontario that have similiar stats,
like Niagara Falls and St Catharines.

True, it is a subtropical climate, but since Amherstburg's average is -2.9C in the coldest month, and thus only 0.1C away from the threshold, I think we can safely call it a borderline climate.
