I choose Cascade Locks for being wetter overall and warmer at night in summer. I think Hood River is not as cloudy either because it faces toward the east whereas Cascade Locks faces the west, which is why Hood River is so much drier than Cascade Locks.
Vegetation difference is rather obvious. Precipitation drops in half in 20 miles.
