Nice to see it in Celsius, makes it alot easier for us metric-users .

Sounds like a Mediterranean climate with fairly moderate temps. I won't cheat and have only one guess: Lisbon, Portugal, although there's another region that sounds a possibility although I won't say it.

Thanks! indeed, I'm really interested about going to the Ice festival too - probably the reason I'm familiar with Harbin's climate averages although the biggest clue in my opinion was the relatively high summer minimum average. Most places with such severely cold winters would usually not have summer morning temps above 15°C (Montreal, Russia, etc.) although if my memory's good Vladivostok has a August average low of 17°C.
