I don't believe Almrausch lives in Quebec, although he or she does seem to like to visit here.
And Quebec is not the coldest part of Canada. At least the southern part where most of the population lives.
The coldest widely settled parts of Canada (in winter) are the southern Prairies (Manitoba and Saskatchewan). Interestingly enough southern Sask also has many of Canada's heat-related records.
