Eh. I had assumed the president wasn't going to bother. He can always take "military action" that's not declared war. Libya got no congressional vote, why would Syria?
Yes Obama can take "military action", but that is for a limited amount of time. Once he passes that time limit, he must have a Congressional declaration of war (believe it's 90 days) or he must cease and desist all military action, or risk impeachment by the House (with so many Republicans just waiting for the chance to impeach him at the drop of a hat, Obama is well advised to not do this, especially with Boehner holding the impeachment keys)
