The commute may be a little tough but parts of East Delray in the historic districts would fit the bill.

You need something between Boca and Palm Beach Gardens but if you can keep it to PBG, you will be better off. There are plenty of surfing folks in Juno beach just north of PBG, if I were to come back to the area I would rent a condo on the beach or very near it, after all, for many folks the ocean is the attraction. From Juno there is access to laid back places like Guanabanas, Square Grouper etc.

Another nice area to rent would be around Cityplace, plenty of laid back bars downtown, free ride on the trolley to Clematis all day and evening. Beaches nearby although not many surfers I have seen there, more in Juno north of the pier. One thing I did not like about Juno beach is that it allowed owners to let their dogs run free - nothing like lying in someone's pee and poop.

The whole area is pretty laid back, mostly retirees, some middle class folks etc. I find the places south of West Palm to be much more rat race, high population density, bad traffic kind of places. Sucks your husband has to work in Boca.

Ignore the suggestions about Acreage - it is too far west and the commute will kill you, unless you enjoy the rural lifestyle and want an acre+ of land or have horses. I found that the drive to the beach was too much to be at the beach every day or every other day even when I had the opportunity. Same with Wellington - it is posh, has a Wholefoods market, Starbucks etc. BUT it is a zoo to drive in and too far from beach IMHO. It is also more city and far less laid back.

Personally I would stay out of LW as it is not the laid-back place it may seem. Lots of internal strife in the city, and those NE neighborhoods may look cute but are actually full of condo commando types.

Flamingo Park is awesome. The folks there are of a different mentality.

But I would move to JUno lol.
