Can a condo board reject an individual to whom the condo owner wants to rent

Yes, condo boards have a lot of power in this regard. Most condo rentals require full background check, credit score (usually 650+ from all applicants), etc.

Unfortunately then can, as long as it is not discriminatory in nature. They have their requirements and are sometimes pretty strict about them.

Understanding your future/ potential condo association is crucial. When shopping for condo with your Realtor, ask him/her to acquire the "Estoppel letters". These letters/ forms list if there's any assessment fees pending, whether or not the HOA dues will be rising, if the tenants have any litigations against the previous owner etc. If the property fails/ resists providing this information too your Realtor, then purchase at your risk.

OP asked about renting not buying.

A couple places I rented the HOA was very strict. They did there own background and credit check. Called references and past places I lived. Even after that I had to have an in person interview. Another place wanted written letters that I would be a good tenant. Some of the HOA had an extra security deposit even with an excellent credit score.
