I am just out of college with a small budget of up to 700 dollars - does anyone have any recommendations on where I can live? I have no idea about where is safe / good to live... Any help is welcome thank you.

With a $700 budget, I recommend looking to rent in the "Villages" area of WPB, which has a lot of young people, students, etc.

Also, you can look into renting a guest cottage or studio behind one of the homes in El Cid, Grandview Heights, or Flamingo Park. For example:

I would consider all of those areas safe and convenient to the amenities of downtown WPB, the beach, etc.

Honestly, there are not many areas in that price range that are going to be very safe (that I know of.) I would suggest going to a roommate sight and seeing if you can find someone who is renting a room or who is willing to share his or her apartment, home, etc. Not only will you be able to afford to live in some nicer areas but you might make a friend or two.

In general, Palm Beach Gardens (north of Northlake), Jupiter, Wellington, Royal Palm Beach, Boca Raton, Delray Beach and some areas of West Palm (usually north of Dixie--Flamingo Park, El Cid) are considered safe. I suggest staying away from the north end of WPB, Riviera Beach, Lake Worth, Boynton and downtown WPB.

There are quite a few of those... it depends on where it is located. If it is in any of the [good] areas that I mentioned, then you will be okay.
