Noted some infractions in their water supply researching Spencer, but "boil water alerts" are a common in West Virginia. So other than zero population growth, and they get more snow than Charleston . .

Spencer is small and there are several farms that are more outside of city limits. The people are friendly overall, some of the teens can get a bit rowdy and be troublesome but overall nice. The country roads are not bad as far as maintenance but once you get so far out on those back roads winter can be a pain, because clearing them of snow tends to be lower, way lower on the priority pole.
And yes there was a state run asylum there but it has been out of commision for quite a while.
