No, but there is a Blacksburg, Virginia which is where the University of Virginia Tech is located. That is in "Western" Virginia.

Virginia Polytechnic Institute and State University. You know, short and sweet.

Blacksburg is about 45 min east of the WV/VA border and about 15 min from I-81

Correct, except that it (Vippy-Sue) is about 20 minutes from I81 on a good day.

No, it's 15 minutes tops, maybe less- have you not been there since they opened the freeway from I81 to Blacksburg?? Cuts 10 -15 min off the trip.

Lived in Blacksburg for a year back in the late 90's - beautiful town, much to do in the area, great retirement community, except for the cold weather.
