Also, the site plan for phase II is being reviewed by the Martinsburg Planning Commission this Wednesday evening. According to The Herald-Mail, the approval is for three stores between Walmart and JCPenney. Once leased is signed and the other two are being negotiated. Hopefully more information will be released after Wednesday evening's meeting.
The leasing brochure has been updated and lists Party City as the first big box store right next to Walmart. The plan also shows the redevelopment of the rest of the property.

That's great news! The faster tenants sign leases, the faster the project will be completed. One big-box space next to JCPenney also says "At Lease", which means that the next step is actually signing the lease itself. I'm guessing that Petco will probably be the tenant. Their stores are always around 12,000 square feet, and they're currently in expansion mode across the county. Chambersburg, PA just got its first Petco store, so the Martinsburg market is likely very similar (both towns are approximately the same size).
The "building pad" space at the rear is interesting. Gyms sometimes take spaces at the rear of shopping centers. It could also end up being something like an office building.
Ross Dress for Less stores are usually around 30,000 square feet, so that is a definite possibility for the space to the right of JCPenney. I'm not quite sure what the 22,500 square foot space will hold. Most stores of that size already have locations in The Commons. It could be a HomeGoods, which is like a TJMaxx/Marshall's with nothing but home decor and cookware.
These plans are Stupid! You have to go from one parking lot to another to get to the stores! Or you go to one store then Jump in the car to get to the next! No Rhyme or reason!

You might have to go from one parking lot to another to reach the stores in the back, but there will be a road along all of the storefronts too.
I think the demolition plans were approved, so it shouldn't be much longer. West Virginia doesn't have many regulatory hurdles when it comes to development.
I think a Toys r us/Babies r us should go in one of these pads. Really was hoping for a Red Robin. Krispy Kreme would be amazing.
