Are you confusing I-64 with I-66 which Corridor H is supposed to someday link from I-81 near Strasburg, Va thru WV? Parts are open. However do not blindly believe your GPS, check printed maps. We had ancestor hunters who were sent across several farmer's fields when they went north out of Moorefield.

"In West Virginia, every Corridor but one is completed - Corridor H. Stretching 130 miles from I-79 at Weston, West Virginia it runs to the Virginia border where it is designed to travel an additional 13 miles to the I-66/I-81 junction near Front Royal, Virginia."

Weston to Elkins and Kerens has been completed for some time.
Wardensville to Moorefield and Foreman is completed.
The middle is not!
and
Design of the section from Wardensville to I-81 is supposed to begin in 2020.

If you are not used to driving on two lane mountain roads do not think that you can easily drive from Elkins to Moorefield. Large numbers of those backed up behind you will be cursing you.
