In general, Mon county. But despite Cabell County's ranking, you won't get a bad education there. Cabell County has a much more urban and poor student population which brings their average down (same reason Kanawha County is low as well despite having the highest ranked high school in the state).
Source: I went to school in Cabell County and currently live in Mon County and have been loosely involved in their school system
So bottom line: I wouldn't choose one city or the other based off of school systems as I might in other cities around the country
which is the higher quality of Middle and High schools between Huntington and Morgantown?
If you have the option you might want to move a it east of Huntington and live in Hurricane, that school is rated #2 in the state behind Charleston's George Washington.
It depends on who is doing the ranking. According to School Digger, Mon County is the only system in the state with more than one high school ranked in the Top 10. If you compare only Mon and Cabell counties, there is really no comparison.

I would tend to agree with most of your post, but the second sentence of it does provide food for thought when making a comparison, based largely on where one wants to locate within a county. There really aren't a significant number of those types of communities in Mon County. In spite of having a lot of folks living here in Mon County (for West Virginia), a higher number of people are young, comparatively well educated, and employed. That has an effect on at least the learning environment in a given school.
At the same time, I would be the first to say a person can get a great education anywhere. It is what you make it. My first wife was educated in Kanawha (through high school) and she was a Fulbright Scholar.
this is a lil off-topic but this thread reminded me of somethin Ive been wonderin- is Cabell county pronounced as kuh-bell or Cable? and is Kanawha kuh-nah-wa or can-a-wah?

Cabell is CAB (as in taxi) ull, emphasis on CAB. Kanawha is a funny word. If you pronounce it wrong, everybody knows you're not from around here. Kuh-GNAW-uh, emphasis on the second syllable, and the 3rd syllable almost disappears. If you say it right, it is nearly indistinguishable from a 2 syllable word.
There are lots of words like that; taking on a regional characteristic. For example, a hurricane is a big storm. The place in Putnam County name Hurricane is not pronounced the same as a storm. Nearly lose the "cane" and turn it into a hint of "cn" and you might pass yourself off as being from nearby.
People that have spent many decades in Charleston can turn the city's name into a 2 syllable word.
