Here's ESPN's take on which states are ready to take advantage of this (the just-in Supreme Court ruling that the federal law banning sports betting is unconstitutional):
"To measure the change in the landscape, ESPN Chalk ranked all 50 states and the District of Columbia in terms of how likely it is for each jurisdiction to join Nevada in offering a full scale of legal sports betting options.

The only state to permit a wide variety of legal sports betting, Nevada is a mature market that has existed for decades. Many states might look to Nevada for the best practices in the regulation of sports betting. Nevada could even be designated as a national hub of sorts, via agreements with other states on topics such as oversight, liquidity, line monitoring and risk management.

2. New Jersey
Existing casinos and racetracks can probably start offering legal sports betting to customers within days or weeks of May 14's favorable decision from the Supreme Court. One sportsbook in Monmouth Park already has been built and is just waiting to open its ticket counters. Other casinos in the state have announced plans to build sports books in existing Atlantic City locations too. 3. Delaware
The state moved to expand its existing sports betting options in 2009, but that effort was stopped by a lawsuit filed against the state by the NFL, NBA, NHL, NCAA and MLB. The Delaware enabling law could be restarted, with the state's lottery already offering parlay betting options on professional football. State officials have expressed an openness to pursue various options after the Supreme Court rules.

All of these states either already have enacted state laws to allow sports betting or have fast-tracked legislation, with hearings already having taken place and, in some cases, advanced beyond the committee stage."
"A surprise battleground in this fight has been West Virginia, a small state with no pro sports teams and only five casinos currently. The state legislature passed a bill in March without a fee for sports leagues that would go into effect after the Supreme Court ruling. MLB commissioner Rob Manfred publicly pressured Gov. Jim Justice to veto the bill. Justice didn't and it became provisional law.
But the NBA and MLB continued to lobby Justice, whose family owns The Greenbrier Resort, where one of the state's casinos is located and where an annual PGA Tour event is held. Last week the governor announced he'd reached a deal with the leagues and the state's lottery commission that would send money to the leagues, including the PGA Tour. ESPN reported the deal would also send money to Marshall and West Virginia, the state's two Division I universities.
Lawmakers disputed the legality of the agreement and the process is still playing out. How it ends up might turn out to be a precedent for other states, which is why the NBA and MLB have spent so much time trying to leverage a favorable deal in an otherwise small market."

"If I live in the Washington, D.C. area, where can I go to place an in-person bet?
New Jersey and possibly Delaware will likely be the only options in the next few weeks. West Virginia is the only state that has passed sports gambling legislation this year, so sports betting operations should be up and running there soon.
In Maryland, a bill passed the House but not the Senate before the session concluded last month. Even if it had passed, the bill merely called for a November referendum to put the issue before voters.
No sports gambling legislation has been introduced in the District or Virginia."
Well, I'm not sure how I feel about legalizing sports gambling in general, but, this appears to be happening.
At least they have found a way to funnel some money to the two schools that are likely to generate some of the money, and the Lottery Commission will profit, so the legislated beneficiaries of the lottery money will also see some additional funding.

Jim Justice, who has signaled that he would like to cooperate more with the professional sports leagues and may ask the legislature to reconsider the bill in a special session. But Craig Blair, chairman of the state Senate’s Finance Committee, said this week that no special session is necessary and that the casinos themselves can work things out with the leagues, especially when it comes to paying them a so-called “integrity fee.” The state’s legislators themselves do not seem welcoming to the idea of paying the leagues a cut of all wagers, while Justice — whose family owns a casino — has been more receptive after heavy lobbying from the leagues themselves. According to MetroNews, West Virginia officials believe they can have sports gambling up and running in 90 days once all the regulations are written."
I've got a feeling that this issue isn't going to be resolved quickly. For one, the Governor violated the open meeting laws and should be held accountable. There are several Legislators who want to do just that and they should. Two, there is no need to send money to the professional sports leagues. Nevada has had sports betting for decades and they don't send money to the sports leagues, so why should we?

Because Mark Cuban has declared sports betting has just doubled the value of his basketball team. He really needs the money as do all of the other people that are unfortunate enough to have a sports team. So could we just please end this insanity and send them all the money they need?
Here is a sign of how greedy sports have gotten. I signed up to the NHL to watch the playoffs on my Apple TV. As soon as I did I was greeted with every game being nationally blacked out. So I called customer service and they said it is in fact true. So why are they selling a subscription they know is no good? He didn't have an answer as to why the NHL would continue to sell subscriptions to a product they can't offer because they have in fact sold the rights.
Society would truly benefit if we simply made it a priority to pay athletes more. Not only athletes but college coaches.

The teams getting millions more will also allow them easier access to the politicians to lobby for even millions more for new sports stadiums paid for by the taxpayers.
