Was reading this from a few years back, by still interesting, from Evan Osnos.

Chemical Valley
Year by year, the West Virginia public is recusing itself from politics. In 1960, more than seventy-five per cent of eligible voters cast ballots—almost fourteen per cent more than the national average. By 2012, West Virginia’s turnout had sunk to 46.3 per cent, the second-lowest level in America.

Where are these numbers coming from?

WV voter turnout in 2012 was reported at 54.96%
WV voter turnout in 2016 was reported at 57.20%

WV MetroNews Unofficial election results show West Virginia had 57 percent voter turnout - WV MetroNews

In general, WV is extremely rural (3rd highest rural population) and poor, which mean lower turnout rates on average. No surprise.

You posted a 5 year old article based on the Elk River Spill. You don't seem to have any familiarity with the state. So the question is what's your point and how is that article relevant to anything currently occurring in the state?
