I am 37 and have lived in this State most of my life...I can recall a Confederate belt-buckle once...Oh yeah, I have seen it as the back windshield of a pickup truck as well. I've never actually seen the flag being displayed (flown) in WV, though.

You're a lot more likely to see it flown in Upstate New York than in West Virginia, but when it is flown it is generally a matter of honoring history or regional pride, and has nothing to do with hate. Since much of the Civil War took place in these parts, there is a strong connection to that history and many families had people who were on opposing sides in that conflict.
