A County were there is 909,000 , and only 260,000 use Transit. Now thats expected to climb to 370,000 by 2020 with line extensions and a few other things. Lowering the fare would help with that , offering more incentives would help. The I-287 Rail corridor would cause every system / Rail line to see an increase by 10,000. A Bus system really won't work outside of Southern Westchester...due to the Density and Low / Middle Class Population.
^^^ it would really depend on where the bus was running in northern westchester. Towards the river there is definitely a need for buses (15,14), but I'd say if you head more east there's more of a need for something of shuttle/park and ride type service to the metro north (i'm not sure if this type of service exists around somers/katonah etc.?).
It would be nice if something like a S-bahn was built throughout the south half of the county. I think there are a few bus routes where the frequency should be expanded. There's also the question of when will they put metrocard vending machines in places like the transcenter. Why this hasn't happened yet, I dunno but a dumb move on the DOT's part. It usually takes westchester DOT well over 5 years to get anything significant done, I guess this is a good thread for wishful thinking.
A late night bus on weekends would be great also. Right now, Metro North stops at close to 2am, which for NYC, is not very late on a night out. If a bus ran once an hour between the hours of 2 and 5am from GCT up to White Plains (basically the BXM4C but with less stops in the City), as well as perhaps New Rochelle and Yonkers, that would be great.

incentives yes 287 light rail well that is HARD UNLESS IT GOES TO SUFFERN due to TZX which needs less stops and I-bus and BL 13 and metronorth. HOWEVER It should actually become a crosstown rail line instead of light rail as it would allow branch trains from new haven line to interline into the spring valley line and port jervis one it would only work as a crosstown line. Plus westchester buses are TOO SLOW FOR NORTHERN WESTCHESTER!!!!! MORE EXPRESS SERVICE is needed but in a way that doesnt mimick the metro-north otherwise it will end up like the 84 and die. The 77 is not frequent enough and is full mostly so ur right about locals not working but wrong about express read my map plz. The Rail would run form Suffern to Tarrytown and the Light Rail would run form the Tarrytown Waterfront to Port Chester......
the rail should go as far as CT so ct trains can interline
It will go to Port Chester so Passengers can connect to the New Haven line...
