Parts of Mount Vernon are really bad, it looks just like the Bronx which it borders. Southwest Yonkers is really sketchy as well, although they are building luxury condos in that area and trying to clean it up. Eastern Yonkers, though in the same city, is actually quite different from Southwest Yonkers. It is more middle class and has very little crime.
Yonkers, New Rochelle and White Plains are similar in that 90%+/- of their respective geographic areas are fine, and 10%+/- are lousy. All three have drop-dead gorgeous neighborhoods that are among the finest in the county.
All the murder and mayhem in Yonkers is confined to its extreme southwest corner (where ironically, luxury housing is being developed and high-end restaurants have opened). The southwest end of New Rochelle is rundown, and the neighborhood around Horton Street is terrible. White Plains has a few bad areas, including Ferris Street, and the area near White Plains hospital.
Lots of Port Chester looks rundown, but to the best of my knowledge it does not have a high crime rate. The Central American immigrants have revitalized the business district, and many are hardworking homeowners.
Mount Vernon has a much larger area that is rundown. Most of the area near and south of the train tracks is very iffy.
I grew up in Westchester. We were recently thinking about moving back and I told my husband I would not move to the following towns:
New Rochelle, Mount Vernon, Yonkers, Portchester, Ossining, Peekskill.
They all do have nice areas within the towns, but as a general rule, I would not move to those towns. Other towns may have a yicky block or two but are generally safe.

Portchester most definitely has a high crime rate, as well as Latino gangs now. The change from 10 years ago to now is horrible. Last month there was a rape, a slashing, and a child abduction.
Peekskill is my favorite town in Westchester. Nicest buildings, best restaurants, best parks, best galleries, best coffee house, (second) best art museum, best overall "vibe." (I don't live there, but I go almost every weekend.) So let's keep in mind that "good" and "bad" are completely subjective terms. Personally, the "worst" areas are most of southern Westchester, which is too built up and dense and full of highways. You might as well stay in the city if you are going to live there. But that's just my personal perspective.
